Name: Selection of Supplier for "Supply of customized vehicles for mobile health clinics in rural areas" in accordance with the conditions of the loan agreement between the Government of the Republic of Poland and the Government of Mongolia, dated on May 09, 2017

The Ministry of Health is inviting the authorized bidders to submit sealed bids with the provision of customized vehicles for mobile health clinics in rural areas specialized equipment to provide mobile medical services in rural areas in accordance with the conditions of the loan agreement between the Government of the Republic of Poland and the Government of Mongolia, dated on May 09, 2017

The contractor of the project shall be a manufacturer or legal entity registered in the Republic of Poland and shall submit a Letter of Confirmation of the Ministry of Finance of the Republic of Poland.

                        This bidding is a sealed bid announced through the Government procurement system, so please visit www.tender.gov.mn for more information and bidding documents.

                        Bids shall remain valid for 30 days from the date of opening.

                        Bidders shall have the following financial and experience requirements: These include:

                        Sales Revenue: The average annual sales over the last 2 years (2017 and 2018) are not less than 80% of the budget.

• Quick liquid assets and amount of proposed loan: Not less than 80% of the budget value of the Contract
• For any of the last 2 years (2017, 2018), a bidder had supplied a similar contract or ambulance car with at least 50% of the Contract Price.  

/Submit copies of the goods supplied, copies of the transactions, and the Client's description of the goods and their quality, delivered within the time frame/.

Special License: “Required”

Medical equipment supplied within the framework of the above project shall be introduced through Mongolian border in accordance with Law on Health and Article 40.1 of this law states “"The legal entity licensed by the State Central Administrative Body handling health matters shall engage in the production, sale, importation and supply of medical devices, equipment, accessories and prostheses.” In accordance with this law, the bidder of the Republic of Poland has signed a contract with a domestic licensed Mongolian company.                                                                            

The amount of the Bid Security shall be: 38,000 (thirty-eight thousand euro).       

Validity period of bid validity: September 06, 2019

            The bidding documents shall submit in a sealed envelope by 10:00 am on the 9^th July 2019 and will be opened at 10:30 am on the 9^th July, 2019 in the presence of bidders wishing to attend the opening of the bids, at the Room No: 215 of the Ministry of Health.

Foreign bidders are not eligible to submit bids

Only Polish enterprises will participate in accordance with the Clause 4 of the loan agreement between the Government of the Republic of Poland and the Government of Mongolia, dated on May 09, 2017 to “Select the Polish Contractor to implement the project financed by the loan, the relevant laws and regulations of procurement of Mongolia shall be followed” the only Polish enterprises will participate.

No domestic preference.
