REQUEST FOR PROPOSAL
1.The Customs General Administration of Mongolia invites all the interested entities to submit their RFP for the execution of “Selecting an international consulting service contractor for the customs laboratory to be internationally accredited”.
2.This Consulting Service is “Providing professional and procedural consultancy for establishing customs central and branch laboratories with modern advanced equipment and instruments that comply with international standards; providing professional and practical advice on sample taking and sampling process; strengthening human resource for accredited laboratories; providing technical assistance in the procurement of equipment and instruments; monitoring the implementation of the procurement contract; obtaining international accreditation; conducting trainings; and coordinating the services to obtain accreditation”. The consulting services comprise of the following lots:
-Lot 1: Enabling the Customs laboratory activities to be accredited internationally,
-Lot 2: Enabling the Customs laboratory specialized in minerals and metals to obtain internationally recognized accreditation in the specific field,
-Lot 3: Enabling the Customs laboratory specialized in coal and coal products to obtain internationally recognized accreditation in the specific field,
-Lot 4: Enabling the Customs laboratory specialized in petroleum and petroleum products to obtain internationally recognized accreditation in the specific field.
3.The Consultant who submits the RFP shall provide the evidences:
-State registration certificate (Foreign entities to submit equivalent evidentiary document),
-A copy of a contract to demonstrate that the consultant previously successfully provided the consulting services either in each specialized field or the entire consulting services package,
-Annual year-end financial report for 2017 and 2018,
-Résumé (bio and work experience) of the members of the team to provide consulting service in the area of laboratory analysis to prove the qualification sufficient for performing this Service. For the purposes of improving the qualification, the Consultants may participate in the form of a joint venture/partnership.
4.Any additional information required by the entities may be obtained during 28 February 2019 till 12:00 pm on 04 March 2019. Those entities shall submit their RFP by the following address within 09:00 am on 12 March 2019. Requests for information will only be accepted in written form. Please submit your application either by official post or via email below by 09:00 am on 12 March 2019. In the event the application is submitted via email, the original copy must be physically submitted for verification purposes within 3 working days from the deadline for submission.
