Ministry of Food, Agriculture and Light Industry, Mongolia, Vegetable Production and Developing Value added Chain Project

 

Procurement of plant:

Vegetable Production and Developing Value Added Chain Project

 

  1. The invitation for Bids follows a General Loa Agreement regarding the utilization of 10.2 million Euro between the Government of Mongolia and the Government of Poland and the Procurement Law of Mongolia.
  2. The Ministry of Food, Agriculture and Light Industry of Mongolia has received a loan from the Government of Poland toward the financing projects in the field of agriculture sector and it intends to apply part of the proceeds of this loan to payments under the Contract for Vegetable production and developing value added chain project.
  3. The Ministry of Food, Agriculture and Light Industry of Mongolia now invites sealed bids from eligible and qualified bidders for Vegetable production and developing value added chain project.

Lot 1: Increasing potato and vegetable storage provision,

More than 560 tons in Khovd province centre,

More than 560 tons in Ulaanbaatar city,

More than 560 tons in Orkhon province centre,

More than 560 tons in Darkhan-Uul province centre,

More than 560 tons in Khentii province,  

More than 560 tons in Bornuur soum, Tuv province.

Lot 2: Establishment of starch producing plant,

To establish a starch plant with capacity to process 250-350 tons of potatoes per day at Jargalant soum, Tuv aimag,

  1. Bidding will be conducted through the International Competitive Bidding (ICB) a procedure specified in the Procurement Law of Mongolia and Procurement under the General Loan Agreement regarding the utilization of 7,0 million euro between the Government of Mongolia and the Government of Poland
  2. Interested eligible bidders may obtain further information from Ministry of Food, Agriculture and Light Industry
  3. Qualifications requirements include:
  • Technical – Bidder must have:
  1. At least three year of relevant work experience in building, supply and installation of starch plant and potato and vegetable storage, supplying vegetable techniques.
  2. Financial, technical and human resource capacity

 

  1. A complete set of Bidding Documents in English /http://share.time.mn/download.shtml?id=r0oa7gqnn86kdn9kot452orbr/ by interested bidders, who has a support letter from the Embassy of Mongolia in Poland.

 

The document will be sent by courier for overseas delivery or by person. No liability will be accepted for loss or late delivery. A Bidder is responsible for the courier expense.

 

  1. Bids must be delivered to the address below at or before 10.00 am (Ulaanbaatar time) of 19 July 2018. Electronic bidding will not be accepted. All Bids must be accompanied by a Bid Security as defined by the BDS. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address (2) below at 10.30 (Ulaanbaatar time).

IN THE REPUBLIC OF POLAND

 

 

Extension of bid validity

 

 

The Ministry has announced a limited bid under the “Development of Vegetable Production and Value Chain” project. However, 15 days of period which is deadline for submission of bids is not sufficient to prepare bids. Therefore, Polish companies have requested us to extend the validity of tenders through the Ministry of Finance of Poland and the Embassy of Mongolia in Warsaw.

 

Therefore, the deadline for submission of Bids is extended until 10:00 am on July 18, 2018 /Ulaanbaatar time/, and the following changes are made by the purchaser to the tender document.

 

According to this change of the Tender Document on “Supply of vegetable tractors and trucks” number DVPVC / 18PSL / 18-03, bid validity period specified in 20.1 of the Bid Data Sheet shall be extended for 45 days from the bid opening date of July 19, 2018 and bid guarantee validity period indicated 21.1 of the Bid Data Sheet, shall be extended for 73 days from July 19, 2018.

 

Also we would like to inform you that Tender Document on “Establishment of potato vegetable storage and Starch plant” number RP-MN-F2018, bid validity period specified in 20.1of the Bid Data Sheet shall be extended for 45 days from the bid opening date July 19, 2018 and bid guarantee validity period indicated 21.1 of the Bid Data Sheet, shall be extended for 73 days from July 19, 2018.

 

Therefore, please inform these changes to the Ministry of Finance of the Republic of Poland and interested Poland companies.
